The European Commission designated ChatGPT as a very large online search engine, and Reddit and Roblox as very large online platforms, under the Digital Services Act on 31 August [1].
The three services declared that they reach at least 45 million average monthly users in the EU, the threshold for designation [1].
The Commission says ChatGPT qualifies as a search engine because it is an AI system that responds to users' queries, including by searching the web [1].
What it covers
The three services have four months, until January 2027, to meet the extra obligations for the largest services [1].
They must assess and reduce systemic risks from their services and algorithms, including the spread of illegal content, effects on minors and on users' physical and mental well-being, fundamental rights, elections and public security [1].
The Commission supervises them together with Ireland's Coimisiún na Meán for ChatGPT, and the Netherlands' Authority for Consumers and Markets for Reddit and Roblox [1].
With these, the Commission has designated 28 very large online platforms and search engines [1].
What it does not tell you
What the services will have to change in practice. That depends on the risk assessments due by January 2027 and on the Commission's review of them [1].
